Emily Hulse, MPH
Emily is passionate about improving global women’s health and social outcomes through evidence-based policy and practice. She brings expertise in performance-based financing, social impact bonds, health investments, and partnerships.
In addition to Adduna Health Partners, Emily works with the Blavatnik School of Government at the University of Oxford as a senior researcher. Previously, she was the project lead for longitudinal evaluations of social impact bonds at the Government Outcomes Lab and is part of the learning partnership for the Life Chances Fund collaborating with UK departments and Invest for Health on case-studies implementing results-based programs using social impact investment for prevention and health promotion.
Emily has worked as a research fellow at global health and health economics research units across the UK and Australia. Earlier in her career, Emily contributed to Health Technology Assessments, evaluating submissions to the Australian Pharmaceutical Benefits Advisory Committee. In this capacity, she analysed the clinical effectiveness, safety, economic and budget impact of health technologies. She also advised the Department of Health and other Australian government bodies and made policy recommendations for resource allocation and public spending.
Currently based in the UK, Emily holds a master’s degree in public health, a Bachelor of Biomedical Science and is finalising her PhD in Health Economics at the University of Oxford.
